On September 21, 2009, a limited number of rebates became available through the SoCal Water$mart program for Southern California residential water customers. Residential water customers are those living in houses or apartments, town homes, condominiums or mobile home complexes with four or less dwellings that are NOT represented by a homeowners association or property management company. Changes have been made to the program in order to promote installation of water-saving devices while working within a reduced budget.

In 2008/09, the Metropolitan Water District of Southern California and its member public agencies issued a record number of rebates, following the launch of this program in July 2008. This resulted in nearly three billion gallons of water that will be saved each year. This savings was achieved in a year when parts of the region faced mandatory conservation for the first time since 1991 due to severe water supply problems in the state of California.
