Multi-Family Property Toilet Replacement

Metropolitan offers incentives to install premium high-efficiency toilets (1.1 gallons per flush or less) in apartment buildings and other multi-family properties built before 1994. Metropolitan will offer a $250 rebate to replace toilets using 1.6 gallons or higher per flush.

100% pre-installation inspection is required. Funding is limited. Local agencies will not be adding additional funds.

Application process

  • Select facility type “Pre-1994 Multi-Family” from the dropdown menu on the application to apply for this rebate.
  • Multi-family properties constructed prior to 1994 with two or more units are eligible to apply.
  • Tax assessment documents are required to show that the building was built before 1994.
  • Applications must be submitted by property owner, or property management company.
  • Contractors are not able to apply directly for rebates.
  • Properties that have previously received a rebate for a toilet in any dwelling unit are not eligible to participate in the program.
  • Applications must indicate the following:
    1. 1) the number of toilets potentially eligible for retrofit,
    2. 2) the total number of toilets on the property,
    3. 3) the total number of dwelling units at the property, and
    4. 4) contact information for the point of contact to schedule/coordinate pre-installation inspection appointment; must be property owner or property management company representative and not contractor.

Pre- and Post-Installation Inspections

  • Metropolitan will conduct 100% pre-inspection on all dwelling units in the complex/property.
  • Only toilets inspected by Metropolitan will be eligible for the rebate.
  • Contractors assisting applicants must ensure the applicant understands all inspection and program requirements.
  • The pre-installation inspection must be completed by Metropolitan prior to work commencing.
  • If a pre-inspection is not completed, the application will be void.

  • Final reservation amounts will be determined by the results of the pre-installation inspection.
  • Applicants will be required to confirm changes to the final rebate amount within 14 days after pre-installation inspection is completed.
  • Projects not completed within 60 days of project approval will be canceled.
  • A post-installation inspection may also be required prior to payment.

Health and Safety Measures

  • Metropolitan takes measures to ensure inspections are conducted with precautions to prevent the spread of COVID-19. Inspectors keep participants safe by:
    • Masking for all indoor inspections
    • Social distancing with participants
    • Disinfection of hands/equipment between each interaction
  • Unit occupants and/or owner/property management company can waive individual units from participating in the 100% pre-inspection due to COVID-19 health and safety concerns.
    • However, if a dwelling unit cannot be entered during the pre-inspection appointment, the unit’s toilet(s) will be ineligible to receive an incentive for a replacement (NO EXCEPTIONS).
    • Metropolitan will not perform a secondary pre-inspection appointment to reinspect the units that Metropolitan could not enter.
    • If the property owner chooses to delay more than twice or have the entire site not participate in a pre-inspection, Metropolitan reserves the right to cancel or void the application.
